    Hardly... The mods are where some of the best content comes from for games. That being said, some game publishers strictly discourage it, while others encourage it! (Every CoD game with the possible exception of MW2 had mod tools released simultaneously, or shortly after the game released!) In the case of some games (like Dragon Age: Origins), the mod tools are released BEFORE the game! Heck, BioWare semi-discouraged, while encouraging, mods for the ME series. They discouraged anything more than skins and cosmetic changes, since it could cause issues with the later games by causing flags that should activate for the later games to not do so. Even ONLINE games can be modded...to a certain extent, depending on the game. Something like a CoD game can be modded, but something like WoW or SW:TOR can NOT be. (Heck, the Fan Multi-Player Mod called Eastern Front for CoD was BETTER than the game it was based-on!) For the vast majority of games out there, the illegality issue crops-up if you attempt to obtain compensation for your work. In otherwords, whether you spend 20 minutes creating a new weapon skin, or 2000 HOURS creating new levels and classes for a game, anything you create has to be distributed FREE OF CHARGE! Good Luck!

Not at all. It is completely legal to mod the game for offline play as long as you have purchased the game yourself. It falls under the fair use policy. If modding was illegal, you would've heard about it more than just from two people. As long as the mod or yourself isn't making a profit on it, it's completely legal.

Once you start tampering with files, you sorta void warranties. If you mod it, and then claim its faulty software and want your money back, its your fault for messing with it.
