Depends, but lets just assume that router has a basic configuration. Ping sends an ICMP Echo Request packet directed to that target, in this case the ISP's router interface connected to your network. The router would then respond with a an ICMP Echo Reply. Alot of ISPs will disable echo replies on their interfaces to minimize risk of someone trying to do something mischievous. In which case your Echo Response goes unanswered, but you can still ping stuff past the interface on the Internet.

It overloads the server with packets. This causes the internet to run slower. This type of act is called DOS or DDOS. If you are doing it, I would recommend you do it on your own local network as this can get you in trouble with the law.
