What is beta club and how to start one?

I have some questions about beta club. Like I get the general idea of what it is based on there official site, but I'm confused on what specific activities does beta club take participation in? And do they meet on a daily or weekly basis as a club would? Or is more like a program? So unfortunately my highschool does not have a beta club. I was thinking of starting it but it's a big thing to be in. Do I even have the authority to start one? Or would I have to suggest to my school in creating one. Because I really want to start a club. Im currently working on creating a debate team but I just can't seem to find an english teacher or even any other teacher to sponsor it. So if debate does work out, I was wondering about creating a beta club, if I can. Also, what would look better on a college application, creating a beta club or creating a debate team?
