Well, if the file is 700mb that means it is most likely an AVI file which cannot be played by DVD players(unless they are specifically designed to playback AVI files). So the first thing you are going to need to do is convert the AVI file to DVD format which is going to take much longer than the actual burn will. Once you have converted the AVI file to DVD format it will be closer to 4GB in size. You can then burn the Video_TS and Audio_TS folders to a DVD. The time it will take depends on the write speed of your burner and the max write speed of the media you are burning to.

It also depends on how big the file you want to burn. 700MB at 24x speed should take at least 20 minutes (depends on your processor too). So, 24x speed or Max is suitable for movies, songs, etc. 4x speed is very recommended when burning some bootable files like windows, linux, etc.

MovieMaker can't deal with the file format and compression you need. I have successfully burned 200 minutes worth of standard definition video to a double layer DVD. If you get blanks from Memorex, Fuji and many others, the single layer discs are marked as 120 minutes and double layer are marked with 240 minutes. These are the maximum standard definition video elapsed time length that these discs can handle. This does not mean only these specific brands can do this amount of time - 12cm blank DVDs (the big ones) - all can do this. You are mixing "computer readable data files" (avi, mp4, mov, flv, etc...) with DVD player usable files... And as long as you do that, you will continue to have problems.
