Does taking and passing civil service examination a requirement for eligibility to any government position? Yes absolutely. Civil service career examination is a requirement for Filipinos to be qualified to occupy a position in the government plantilia or post. But although a person working in the government can work without a civil service examination, but will not be allowed to have a position in any government bureau and will not be graded accordingly to the years she or he rendered in the bureau. The word "civil" pertain to government. That is why it is called rendering service or job for the government of the Philippines. In your two(2) examples as a research asst. or an editor in the DOT yes you must qualify and pass the civil service career examinaiton. But if you work in the US embassy I do not think the civil service examination is connected to the US embassy in anyway. It only pertain to the Philippine government agency or bureau as a whole outside of it like Embassy of any country in the Philippines you practically do not need civil service qualification unless of course you wanted to switch to the government after you work in the Embassy. I took the civil service career not to the intention of working in any government at that time, it is just for precautionary measure just in case if I will work for any government bureau it is much better if I had the civil service exam, so I pass it. I couldn't believe it. That is why I took the exam for the second time. And I pass it again.
