What is a good animation program that I can get for a good price that is not flash?

I have been looking to buy adobe flash CS5, but now I have heard that flash is not supported as much anymore due to its phone incapability. Thus, I have not been able to find it for sale anywhere. Also I have heard that Flash is not really recommended as an animation program anymore. I have heard that there are now programs like HTML5 out there. Specifically, I am looking for an animation program that has a timeline and layers such as flash does, also to be able to insert music and voices, and sound effects like flash does. I'm open to suggestions.
