What could cause ping to spike to 1000ms even with a new router and a working modem?

About 2 weeks ago I started having some Ping/Latency issues. The problem: Randomly my ping will spike up over 1000. When it is typically 15 or so on the server that I am on. What I have tried to do: About 2 weeks ago I called my ISP and we did some tests. They ended up saying that it was most likely a router, which made sense because when I hooked up my computer directly to the modem I had no problems. So I went ahead and ordered a router (Linksys e1200). The router came in a week later(still no issues with the modem) and I installed it. The router worked fine for a day but then the issue came back(the previous router did the same type of issue, I would restart it and it would work for a few hours but then the issue would come back). I decided to call Linksys and they did some tests and they changed a few settings and said to call back if the problem occurred. Problem came back the next day, I called them again and they changed a few more settings on the router and did a hard reset told me to call back if the problem came back. Problem came back a few hours later and I called them back. They changed a few settings and said that if the problem occurs call again but ask to talk to a senior technician. That was a few hours ago. Right now my ping is fine, but I am still somewhat skeptical and kind of want to be prepared if the problem comes back, because it gets really annoying. My problem is I don't know who's fault it is. The ISP or the router company. The modem works fine so its hard to blame the ISP but its also very unlikely that 2 routers(1 that I had for 5 years with no issues whatsoever) have the exact same issue that I never even heard of. The only thing I did computer related the day the issue occurred was I moved my printer(wireless network printer) right next to the router/modem. I now moved it back to see if that somehow makes a difference(which I don't think it would). Its not like I am using a ton of band-with, the house has 1 Desktop(that I do play video games on), 2 laptops( that hardly get any use), 1 IPad, and 2 iPhones. All of them experience this problem, I have tested the laptops and desktop for viruses and could not find one. Im just kind of stuck and was wondering if anyone else has had this type of problem and was able to resolve it. I just don't think that changing the settings for the 3rd time is going to resolve the issue and want to be somewhat prepared if it occurs again. Thank you all in advance for any input. And BTW my download and upload speed is fine even when my ping is 1000. It's about 15mbps (DL) and 1mbps (upload) with 15 ping or with 1000 ping. I think that's all the info that I have, if anything else is needed let me know.
