Is Wifi hotspot really different form repeater?

Mobile Hotspot help!?

• well me and my rackmate in this dorm at our station Naval air base. us marines want to have a mobile hotspot at our room so we dont have to leech of at the oasis builidng that has wifi. i was thinking of buying those hotspots from ebay but from there i dont know what else to do. we dont want a contract but at the same time dont want to have limited data,(we want unlimited internet) but also that after exceeding a point it slows down. were only here until august and need a good reliable not so expensive form of internet coverage at our dorm room
