The industry has completely changed. Invest in a camera, find some like minded people and do your own projects! Post them on line, produce your own plays, start your own production group. The cream will always rise to the top! If you are really serious you will get the ultimate education, experience and have legitimate projects to list on your resume. Life is a journey and so will be your acting career. You will grow most by doing! If you are in a town with real agents/managers (NEVER PAY to be represented,or for showcases or for overpriced photos or classes) you can peruse them by selecting a very selective few. Send a professional head shot, resume and very short PROFESSIONAL cover letter. And remember they will be working for you, so you are interviewing them as much as they are you. If your first choices don't work out go to the next. Ask your actor friends if they are happy with their agent? Do the get auditions regularly? And will they refer you?
