Is it ok not to lend money to one of my best friends?

Actually it's a bad idea to loan friends money. It's a great way to lose a friend. If this really is your best friend, just tell her no. If she gets mad, then she wasn't much of a best friend anyway.

Tell her that you need the money and you can't lend any out. You don't need to explain as to why you cannot lend her it, 9 times out of 10 they don't give it back anyway. Stand your ground and tell her no. Hope this helps.

What's the problem? If you can't afford to lend it to her right now then that's her tough luck. But if you can lend it to her then it might be an opportunity to find out if she can be trusted or not. btw, you could mention to her that just because you've got money doesn't necessarily mean you have spare cash, we've all got bills to pay after all.
