I'm not sure where you're located but there are acting schools that offer tuition and will also represent you as an agency. However since you can't find any your best bet would be to gain some experience, take some drama/acting classes, even take dance and singing lessons, through these classes you will become aware of auditions for local theater productions and TV/movies. You can represent yourself but I would suggest take up acting classes, you will gain knowledge and eventually you will get a foot in the door.
