Can I submit my job application before I'm 16?

Okay so, I'm turning 16 in less than a month. On the day of my birthday, I was going to submit my application to this place that hires at 16 but I've been told I should submit it a couple of weeks before my birthday because summer is approaching and what not and a lot of people are applying for jobs. Do you think they would accept my application even though I'm 15 and I'm turning 16 not too long after that? I really want this job and i want to make sure I do what I can to be eligible to get hired.
