That is almost exactly what it means. When a phone is shipped out, it is programmed to service one carrier only. When unlocked, the phone can be used on any GSM carrier or what ever mobile service type the phone supports. Although this works 100% and is perfectly legal and does not damage the phone, it is not so reliable. If you have data services on your plan, it may not work with the unlocked phone because the coding for the data services on the phone remains the same. In other words, Facebook/ youtube/ browser may not work even if you pay for it on your plan. So I recommend that you purchase a phone pre made for your carrier. You can also buy a unlocked phone which was previously locked to your current service provider in which case the date should work guaranteed. On other aspects, texting/calling should work perfectly. Another note, many phones like the Galaxy s2 comes with apps pre installed for the carrier it was originally locked to. These will not work.
