    Go to ARTIC if you can get in. Other than that go anywhere besides USF or IPFW. Their photography programs BOTH SUCK! (I know 1st hand.)

see if you can take college classes at jr college near you now or summer sometimes it ok for young people to take college classes before college class maybe at night also night school at your high school may have city have programs for young old to learn ask at the city hall about classes it may not be the class you want right now but you can learn a lot about light subject and how camera work look for camera clubs too hope this helps
