How many video responses can you post on Youtube?

Why wont youtube let me do a video response?

Someone made a video on youtube so I made a video myself in response to their video. I uploaded the video to my youtube and when I go to the persons channel I click on the comment box. Right under the comment box it says- Create a video response or Post. I click on create a video response but when it takes me to the next page to select the video I want to use the video I just uploaded a few hours ago is not showing up on that list so I cannot use it as a video response. Why is that? Others have posted video responses and I can see them. So why is mine not able to be used? I made sure the video is set to public too.

you have to wait like a day or so, so that youtube can make sure that your video is appropriate
