It's a bit different at the masters level. You'd need to find out if the masters programs you're looking at offer teaching or research assistantships to masters level students (and not just to PhDs.) If so, you could apply for one, and if granted, they'd pay part or all of your tuition. In exchange, you'd work as a research or teaching assistant.
