Indiana Dunes camping?

So my friends and I are planning on going camping for spring break on March 27th And we decided on Indiana Dunes. Is the Indiana Dunes campsite open in March? I checked the website and they said reservation season starts on April 1st. Does this mean the campsite is open, but we cannot make reservations till April 1st? Also, how old do we have to be to camp? Cus the youngest is 17 and the oldest is 19 and soon to be 20. Thank you!
