There are places you can learn to write search engines - but I think that might be running before you can walk, in your case. To run your own search engine, you need a dedicated server connected to the www to get meaningful results. When you think as big as Google, you have to consider a lot of heavy duty hardware and buildings. There are Open Source Web Design projects that build nice programs as community projects - Firefox is a good example. But you really have to know about coding before you can think about joining something like that. Go look at w3schools.com to find material that you can use to teach yourself how to build websites. That is the place to start.

search engines are not as simple as you seem to think, searching for keywords on a local domain is pretty simple though especially if it's database driven like what you would find on a site that has members... you need to be more specific with your requirements

Considering that you need a minimum (which is probably low balling) of $50,000 *per team member* to pay, I think you're pretty much out of luck.
