[Java] transparent image help?

Does anybody know how to make a semi transparent image load into java? I'm making a game, and in it I have a grid of tiles. What I'm trying to do is make a type of fog (like a fog of war if you've played games with one, which you probably have), it basically is just a black mask at 45% opacity. The image displays properly on the internet, so I know it's not that. But for some reason, when I load it into java as a .png, it doesn't display it. At all. When I boost the opacity to 50+% it is not transparent at all. Basically, it 0% or 100% opacity in the game, and I haven't the slightest clue as to why. Any help? I can post screenys, images, and class sources. If it helps at all.
