Is it safe to buy used pc games off amazon?

Can anyone help me buy a new PC?

• I currently have a laptop (the one im using now) but its used for the house and my wife has folder after folder of pictures and music on here and slows it down. im interested in getting a gaming pc or rig (if you will) used for nothing but gaming and i want to start to learn programming for creating new video games. saying that i will be a beginner at this i am not trying to spend every penny i have on it just yet. i wanna start with something simple that will do what i want, with out crashing and then i can upgrade the computer later on as i get better and learn more. so what computer should i start with what add on would i need (i.e. graphics card, motherboard, ect) and also how much would each cost? should i go through amazon, ebay, best buy, walmart, ect? I understand you get what you pay for but im looking for the cheaper the better for now. what can get me by with out breaking the bank.
