The only way to truly hide your IP is to use a piece of software that redirects your internet traffic to a proxy server. Your ISP cannot monitor this because it looks like a VPN which is perfectly legitimate. It know it sounds complicated but it is actually very easy. You install the software and select what part of the country or world you want your ip to look like it is in, that is all that there is to it. Below is a link to a review site that covers the top three such services and they also work with bittorrent and any other service. Some proxy services do not fully hide your ip and may only work on email or only on Internet Explorer for example but the ones reviewed below cover everything so check out what they had to say. Some advice I can give you on the topic is not to trust a TOR network. They are known to be compromised, some do not work like they should(because these are setup by random people who do not always maintain or fix their servers). Some services that claim to hide your IP do not actually hide it so always verify with a site that tells you what your IP is, also make sure that you get a service that hides all of your traffic which is called a VPN otherwise you may only hide some traffic like browsing but not email or cookies or bittorrent activity.
