Is it possible to bypass a bandwith limit set by the ISP?

I live in a studenthouse with 20 other students. The house-owner has set up a 100mb/s fiber line, where there's a set limit for every user at 5mb/s. Regardless, most of the day, I've got about 0,1 - 0,2 mb/s. So, would it be possible for one of the users to bypass this set limit, and unleash the entire bandwith, and leave the rest of us with nothing? If so; how would one do this? If not; any idea why this is happening?

just because the fiber is 100mb/s doesnt mean your internet provider is giving you that amount of bandwith i would suggest contacting the service provider otherwise you cant** speed up your connection. If you wanted to leave them with nothin cut their cords, but its likly to be found a issue.
