You're not a veteran, so even if you did get into the best-qualified category, if any preference veterans applied and qualified, they would have to hire one of them over you. So, yes, you can pretty much write this position off.

You can only be on welfare for a limited amount of time, it is not a lifetime job and they recently did that in florida and only 8% tested positive. They spent more money testing everyone then they saved getting those few people.
