What's the best bike for me?

Looking for a bike to quickly commute on. I'll be on pavement 90% of the time, but I'd like to be able to take it on trails. I need to have some sort of a rack to store a small book bag. I want something that puts me in a forward position like a road bike. Would some sort of touring bike be suitable? What's the best option for $600?

Another suggestion would be one available through R.E.I. - a Diamondback Insight RS Commuter Bike on link below. Also see 2nd link from R.E.I. - How to Choose a Bicycle. Good bike & well below your $600 price. I had a 2009 model of the same bike & loved it for trips under 15 to 20 miles or so.
