Not in the water. You want to cut a small slit in the base of the stem, near the ground, and use food safe dye to put a couple drops directly into the slit. Cover the wound with garden tape, and in a couple days or so, your roses should show new colors.

By replacing the white rose with a blue rose plant. (Not nearly enough food dye to put in the ground, besides what does that do to the nutrients in the ground?)

Nope, the flowers are dyed after they are cut from the plant. The soil chemical reaction on the dyes in the water will probably neutralize them almost immediately. Still.......give it a shot. I'd use something like Rit Dye, mix with vinegar and water. You'd have to repeat each time you water from the time the buds begin to form until they flower opens.
