Laser printer causing vertical black streaks on left side of the paper?

My laser printer is causing dark black streaking marks on the left side of the paper. The problem started when I refilled the toner cartridge. The printer still streaks when I print a blank page. It appears that the toner cartridge has a problem because when I opened the top cover of the printer and took the cartridge out, the toner was present on the drum at the same spot where the streaking would have been. The printer except for this big problem can print absolutely fine. The printer is Canon LBP2900.
