Can I adopt a baby/child from India?

Okay, so I am an American citizen! I am mixed (black: Jamaican, and White: American), I am only 15 now, but I want to adopt a child from India after college. Now I looked it all up, and the websites only talk about NRI's (Non-Resident Indians). So does that mean I cannot adopt a child, because I am not of Indian descent or what? Also, can I be a single bi-racial man adopting a child from India? I love India, and I am facsinated with its people and culture...I am currently learning Hindi. But If I marry an Indian women and we both go to India to adopt will they let us adopt? Question is...Being a single mixed race man...can I or can I not adopt an Indian baby and/or child? Please help! Thanks! :)
