What are the most important art universities?

What are some universities that have good art programs, but aren't necessarily an art school?

I'm a sophomore right now and have gone to a private school all my life. For college, I want to experience a larger school possibly somewhere on the east coast, or just in a big city since i've lived in a small town in washington my whole life. I plan on majoring in photography, or if not that something else that has to do with art of writing. Does any one know of any good colleges in a big city preferably on the east coast with a really great art program. As of now i'm not planning on attending an art school specifically in case for some reason i want to change my major to something completely different, but i'm not totally opposed! Thanks for any help!!!
