What does this traffic signal mean?

What does a traffic light with no arrows showing mean when the light turns green?

• What im trying to get here is say for example, i go to make a left turn at an intersection and there are no arrows indicating me to go or even show a green arrow for me to make that left turn and the light yeilding to the drivers next to me turns green, allowing the people in the next lane to go straight. do i sit in my turning lane and wait until a green arrow appears or can i move up in the middle of the intersection and yeild to cars going straight or making turns in the opposite direction of me. i know it's confusing but im not sure what to do because this happened the other day and i didn't know if i could just move up or not because there was no red arrow either, the traffic light showed nothing lol. i just stayed were i was until the traffic ahead of me was gone and waited until the arrow turned green for me to go. people were honking at me and screaming at me, i was like hey i can't go lol.

  Did the left turn lane have a dedicate single light for the lane, or was the light green for all lanes. If the green light was for all lanes you simply wait until the on coming traffic is clear to turn. If the turn lane did indeed have it's own dedicated light, you would have to wait until it was green to turn.
