What law allows Health Insurance Companies to call each other to find out if you have Health Insurance too?

There is no such law allowing it, there is a law prohibiting it (HIPAA regulations). Your insurance company will not tell other companies that you are a client unless the other company has a legitimate reason, such as you have a claim pending with them.

There is no law allowing it. There is no law forbidding it and why should there be? Some people are so privacy obsessed they really should join a convent or monastery to escape from the human race and normal life
