  The New Deal programs set up the American Economy for recovery in WWII ( although that wasnt his initial intention). Before WWII the New Deals were geared towards three categories recovery, reconstruction and relief. The first New Deal was called the first Hundred days, where basically FDR passed tons of bills that were to make a more rapid economic recovery( much less of a focus on relief , because basically thats what the second new deal did ie, social security, well fare, relief from the dust bowl and ect) one of these acts were the Emergency Backing Acts of 1933, which was basically to get the failing banks from dissolving. It also gave out more federal loans, something that was not done during Hoovers administration. The way that FDR was able to do this was by basically stepping over peoples toes in congress (after all FDR did take a lot of liberties away from people in WWII), and to some he was considered to be too socialist because of this, while to others he wasn't being radical enough ( and thats why the 2nd New Deal was made).
