There must be no illegal deforestation (eg, cutting down rain-forests to build a golf course). New resorts and gardens must not put too great a demand on water and other natural resources. You can't stop tourists from using natural resources. Trying to do that will end your tourist industry on the spot. People are going to use resources no matter where they are.
