Under CA DMV guidelines you must be at least 15 1/2 years old to apply for a Provisional Permit. All applicants are required pass a written exam and vision test in order to obtain the permit. You then must hold the provisional permit for 6 months from the issue date, complete a driver education course, and log 50 hours of driving time prior to applying for a driver license
