Answer:
The controller automatically 'centers' or syncs to the position the sticks are positioned when powered on. One, really over-simplified way you can troubleshot the problem is by shutting the system down then basically working the stick in question up and down, left and right a few times in rapid succession. If the stick seemed to rebound to it's center then reboot the system making sure nothing is inadvertently touching/moving the stick. This usually solves the issue.
