Minnesota and Michigan Drivers License

My sister moved to Minnesota over 8 years ago and has had a Minnesota drivers license since moving there. This month she received a letter from Minnesora drivers license bureau that they will not be able to renew her license until she gets her name removed from Michigan's non-valid drivers license list. How does she get this done?

Dear bigmouth-ga; Thank you for allowing me to answer your interesting question. Here?s the deal: At one time Michigan waived reinstatement fees for all people seeking driver?s licenses out-of-state. That would explain how your sister got her license without any problem eight years ago. Effective Monday August 25, 2003, however, Michigan changed its mind about that and decided to begin requiring all people who were previously licensed in Michigan and who had their licensed rendered invalid, to pay those reinstatement fees owned to the state. Some states (Minnesota is apparently one of them) will cooperate through an agreement known as a ?compact? and will deny issuance of their state licenses to people who owe money to the state they were previously licensed in. That?s it in a nutshell. Michigan?s Department of State?s web site explains the corrective process this way: ?When a former Michigan resident is applying for a driver license in a state other than Michigan, the state they are applying to may require proof of a previous Michigan driver license. If you do not have a valid Michigan driver license in your possession, you can obtain a clearance letter by contacting the office listed below: Michigan Department of State Driver and Vehicle Information Center 7064 Crowner Driver Lansing, MI 48918 Phone: (517) 322-1460 Fax: (517) 322-6755 REINSTATEMENT FEE NOTICE: Effective Monday August 25, 2003, the Michigan Department of State will no longer waive reinstatement fees for Michigan drivers desiring a license from another state, but who owe a reinstatement fee. Fees must be paid in order to clear the driving record. -- Drivers may clear the reinstatement fee using a credit card by completing and faxing the Application for Driver's License Reinstatement form (see related documents listed below) to the Distributed Services Unit at (517) 322-1063. --Drivers may clear the reinstatement fee by mailing a completed Application for Driver's License Reinstatement form (see related documents listed below) with check or money order (made payable to the State of Michigan) to the Distributed Services Unit --Michigan Department of State 7064 Crowner Drive Lansing, MI 48918.
