First, you slice all the images using your favorite slice tool in Photoshop. Then on your markup, plan how you would structure your page (the divs, etc.). Then align and design everything on CSS. There's also an online site that automates all these, but you still have to check if the codes are valid or w3c compliant and easy to edit if ever you want to update.
