  I'm not sure about the USB connection, I'm guessing it would depend on the exact function of USB on the decoder and how the decoder is designed. The manufacturer could most likely tell you more on that. As far as connecting the decoder to the capture card, use a standard coaxial cable, as if you were connecting a TV or VCR. -bob
