How To Sign Up For Skout?

When I try to sign on Skout it says my phone has been blocked, I just bought this phone. How can I get unblocked from Skout?

    One reason why your account might have been deleted/blocked on Skout.com is because they looked into all their accounts and deleted all users under 18 years of age. Many users set their age to 18, but when they in fact go in and take a closer look they find out that they are not. Therefore they must delete these accounts.
