You also have to have a certain amount of positive feedback before that option becomes available. My local site says: "Requirements: You must have a feedback rating of 10 or more to list your item in a Fixed Price listing with a quantity of one. Or if you have a PayPal account, you need to have a minimum feedback score of 5 and accept PayPal as a payment method. To create a Fixed Price listing with a quantity of two or more, you must have a feedback rating of 30 or more and be a registered user for at least 14 days. Or if you have a PayPal account, you need to have a minimum feedback score of 15 and accept PayPal as a payment method." If you don't meet this criteria, the option won't be offered.

Really easy. Start your listing as you would normally sell it, and after you have described it, scroll down the page to where you price your item. There should be a Buy It Now price space right there. You can just use a Buy it Now, or you can put a starting price and a buy it now on your item. It does cost more, though, if you add a Buy it Now.
