What makes a motorcycle a motorcycle and a scooter a scooter? is it the engine size? whats the difference?

A motorcycle: • Has a seat for the rider and is designed to travel on two or not more than three wheels. • Can also be electrically powered with a maximum speed of 45 miles per hour and weigh less than 2,500 pounds.

sorry to be annoying but this question is not correct. A scooter is a type of motorbike. Maybe you want to ask what is the difference between a motorcycle and a moped?

In my state, anything under 50 ccs does not require a motorcycle license to operate. By definition, that would make it a scooter. Some models of Vespa scooters, however, will put out more than 50 ccs of power.

I always thought it was wheel size - large wheels, motor cycle; small wheels, motor scooter and under 50 cc regardless of engine size, moped.
