well from as long as i remember i have always been able to speak Spanish fluently, but i do have many friends that have taken courses for about 4 semesters and they seem to be able to understand it pretty well, there speaking isn't that great, but they've all studied it in a four year ratio time(I mean 1 semester per year so its not a lot of studying) I truly believe if someone puts a positive effort and studies hard they'd have no trouble with learning it fluently

I am multi-lingual, no Farsi is not one of them. My personal experiences have been that languages that are close to a language you already know, sharing common words or some grammar and sharing a common alphabet are easier to learn, taking less time. Of course you are not having to learn everything, you already know some. Immersion in the language for periods of time usually results in learning the language faster and with fluency. Immersion would be in this case spending a lot of time with people who speak Farsi as their native language and nothing but Farsi is spoken. I learned a lot of German by living in Germany and being immersed in Deutsch all of the time. I learned French while in high school in the states, my "exposure" to the language was in the class room - it took longer for me to learn French. I do not know if Farsi has different levels/form. Many languages have a "common" or day to day form and a "formal" form. If so then this may extend your learning period. It is usually best to start off with the formal form. Formal forms have hard rules of application, common or informal forms tend to change and have no hard rules which can be far more confusing than the formal. Age plays a huge roll in our ability to learn a new language. If you are in your twenties you will learn the language quicker than in your forties. I have found that learning and using the written form of a language helps me to learn how to think in that language. Writing calls upon other parts of the brain, the brain thinks in symbols or images better than it does in sounds or vocal words. Also writing the language allows you to see how it is used which makes it a bit easier to learn. When one starts to think in a language, even if they have a low vocabulary or little understanding of the grammar the process of becoming fluent in that language becomes faster. How long it takes to learn a language also depends on which method you use to learn it and if that method works for you. How long it takes for you to pick up a language also depends on how your brain is wired. Some people are born with the talent to pick up languages quickly and easily, others do not have that talent and it takes longer. Just like some people know how to make music while others have no talent, same thing applies to language.

To learn Spanish very well, I think you should study it 3 years. To sustain normal informal conversation, you can probably learn in 3 or 4 months.
