If I use an external 56K controller-based fax modem to surf the net instead of using my PCI modem, will it increase my download speed? I have AOL dialup.

No, and theoretically it should be slower, though in actual practice the speeds will be the same. An internal card is connected directly to the motherboard of the computer and communicates by the PCI bus. An external modem connects by a physical cable (serial or USB) to a port that connects to the motherboard in turn, creating both distance and an additional medium for the signal to travel through. You won't really be happy with your download speed until you switch to broadband -- preferably cable.
