No. If you look closely, there isn't any real boundary that separates the oceans, therefore there are people that believe that there is only one ocean. The surface of the sea floor (called bathymetry) is mostly flat, and the things that are distinguished aren't located near the political borders that we set. If you were to divide up the oceans by their sea floor, you might get around 8 oceans.
