Every Jan 1st I have the right of 2 wks vacations. I am planning to quit. If I take the vacation, come back, work for a week then give my notice. Do I have to pay back the 2 wks? How can I find out without being suspicious?

No, if they've given you that vacation, it's yours to use. However personally I think I'd not take it because they most likely have to pay you for it if you don't use it.
