I am no expert on eBay, but I can tell that that is not a n official eBay template. Therefore I'm guessing the guy made it himself, or is using some HTML to overlay the text over the images (perhaps tables?) Sorry I can't be of much help, but try http://www.w3schools.com/html for html tutorials.
