What are these little red itchy bumps on my arm?

Why am I so itchy and have little tiny red rash on my body. Started out on my scalp and is on my arm and chest and my legs. It is intense. I also have a dry mouth with white on my tongue and raised bumps on the back of my tongue. What is it?
