What is the difference between social service and social worker?

What is the difference between a social service worker and a social worker? i don tknow what they are called in the States but herein Canada they seem to be two different things.

A social SERVICES worker is simply someone who is employed by a department of the government called the Department of Social Services which provides different types of assistance to the public such as counseling (possibly by a social worker working for the Department) as well as other types of assistance.
