I am designing a music based trivia board game. Can I use the names of artists, album and song titles, quote lyrics, and factual accounts in the trivia questions without being sued?

No! You would have to buy rights and get legal endorsment from the original license holders. I wanted to make a writing competition about Harry Potter would end some years ago, but could not do it, unless I went through all the rigmarole

You need to buy the rights if you want to make money off of most of the artists if you actually want to sell it in stores; yes. Otherwise you will almost definitely get sued by someone.
