In some places an avenue runs east-west and a street north-south. And in much of North Dakota they have a Main St. and then the parallel roads are each 1st St. The middle avenue is Central, and the roads on either side are 1st Ave. So to describe a location you need to say 1206 8th St. NW, because 1206 8th could be in 8 places, 1206 8th St. could be in 4, and 1206 8th NW could be 2.
