Why can't the store unlock my phone?

I found this phone and i want to unlock so it works for my service provider but im worried that when i give them the IMEI number they might find out if its not mine and lock the phone so i cant use it is there a way i can unlock a samsung blackjack?

    you dirty thief! i'm kidding, go to blowfishunlocks, they formerly operated through ebay but now have their own website give them the imei/esn number and they will give you the unlock code and instructions on how to use it (for a modest fee) don't worry, even if the phone is reported stolen no third party unlocker is going to care. worst case is they say they can't unlock it and give you a refund
